RESOLUTION IN SUPPORT OF PASSAGE OF THE BOPP RESOLUTION AT THE RNC
NOW BE IT RESOLVED that the Maricopa County Republican Party encourages the Republican National Committee to pass the “Resolution on Reagan’s Unity Principle for Support of Candidates” at the RNC 2010 Winter Meeting.

Bopp Resolution:
THEREFORE BE IT RESOLVED that the Republican National Committee identifies ten (10) key public policy positions for the 2010 election cycle, which the Republican National Committee expects its public officials and candidates to support:
(1) We support smaller government, smaller national debt, lower deficits and lower taxes by opposing bills like Obama’s “stimulus” bill;
(2) We support market-based health care reform and oppose Obama-style government run healthcare;
(3) We support market-based energy reforms by opposing cap and trade legislation;
(4) We support workers’ right to secret ballot by opposing card check;
(5) We support legal immigration and assimilation into American society by opposing amnesty for illegal immigrants;
(6) We support victory in Iraq and Afghanistan by supporting military-recommended troop surges;
(7) We support containment of Iran and North Korea, particularly effective action to eliminate their nuclear weapons threat;
(8) We support retention of the Defense of Marriage Act;
(9) We support protecting the lives of vulnerable persons by opposing health care rationing and denial of health care and government funding of abortion; and
(10) We support the right to keep and bear arms by opposing government restrictions on gun ownership; and be further
RESOLVED, that a candidate who disagrees with three or more of the above stated public policy position of the Republican National Committee, as identified by the voting record, public statements and/or signed questionnaire of the candidate, shall not be eligible for financial support and endorsement by the Republican National Committee.

A RESOLUTION RECOMMENDING THAT CONGRESS REVERSE THE UNITED STATES ATTORNEY GENERAL’S DECISION TO TRANSFER TERRORISTS TO THE UNITED STATES
WHEREAS, it is unprecedented that enemy combatants be afforded a trial on United States soil;
NOW THEREFORE BE IT RESOLVED that the Maricopa County Republican Party strongly urges the United States Congress to pass legislation countering the Unites States Attorney General’s decision to transport, quarter, grant legal aid to, and afford all Constitutional privileges of a citizen of the United States to the terrorists being transferred from Guantanamo Bay detention camp to the United States. These terrorists should be detained off of United States soil and be tried by a military tribunal;

RESOLUTION SUPPORTING UNITED STATES HISTORY EDUCATION
WHEREAS, citizen knowledge of United States history is essential to the survival of this Republic; and
WHEREAS, citizens who lack knowledge of United States history will also lack an understanding and appreciation of the principles that define and sustain the Nation and its historic foundations such as, liberty, justice and government by the people; and
WHEREAS, a recent study by the Center for Survey Research & Analysis at the University of Connecticut reveals that the next generation of American leaders & citizens is in danger of losing America’s historic foundations; and
WHEREAS, they found that 81% of seniors at elite colleges & universities could not answer basic high school level questions concerning the United States and it’s Constitution and, that only 22% could identify the source of the most famous line of the Gettysburg Address; and
WHEREAS, the people in the United States need to review the schools curricula and to promote U.S. history or risk losing the founding principles of self government and inalienable rights;
NOW THEREFORE BE IT RESOLVED by the Maricopa County Republican Party that Arizona State officials responsible for education should review university curricula to ensure the establishment of basic requirements for teaching U.S. history; and
FURTHER, the Arizona Board of Regents, the Superintendent of Public Instruction and the administrator’s at our institutions of higher learning should review their curricula and ensure the requirements for teaching US history are focused on “real” American history based on the principles given to us by our Founding Fathers, through the Bill of Rights, our Constitution and amendments thereto.

RESOLUTION AGAINST AMNESTY
WHEREAS, amnesty was the failed solution of past federal legislation; and
WHEREAS, usually, amnesty increases costs in all areas of life for legal citizens; and
WHEREAS, immigrants use social services at a rate of three times that of native born citizens; and
WHEREAS,amnesty for the estimated 12 to 23 million illegal aliens in the U.S. will cost the taxpayers a minimum of $3.9 trillion according to the Heritage Foundation; and
WHEREAS, amnesty would allow illegal-alien gang members, criminals and terrorists to become citizens of the United States; and
WHEREAS, amnesty would increase the unemployment and poverty rates of Americans and cause more people to collect unemployment; and
WHEREAS, amnesty actually serves to punish those foreign nationals that respect the law and seek to enter the country legally; and
WHEREAS, amnesty would increase those eligible for the already suffering Medicaid and Medicare systems; and
WHEREAS, amnesty would allow individuals to become eligible for Supplemental Security Income, which is in terrible trouble;and
WHEREAS, already billions of dollars in education funding are incurred to educate illegal aliens and the children of illegal aliens at a cost of approximately $9,700 per child; and
WHEREAS, amnesty rewards illegal aliens for breaking our laws;
NOW THEREFORE BE IT RESOLVED that the Maricopa County Republican Party urges the Congress of the United States to oppose any legislation supporting amnesty or the granting of lawful status to any person that has entered or remains in the United States illegally; no exceptions.

RESOLUTION TO ENFORCE OUR IMMIGRATION LAWS AND SECURE OUR BORDER
WHEREAS, the Maricopa County Republican Party recognizes, “If it be asked, what is the most sacred duty and the greatest source of our security in a Republic? The answer would be an inviolable respect for the Constitution and Laws” — Alexander Hamilton; and
WHEREAS, there is a significant public interest requirement in effective enforcement of immigration law and in the states being bound to the Supremacy Clause of the United States Constitution to enforce violations of the federal immigration laws; and
WHEREAS, the illegal alien invasion has had a corresponding increase in violent crimes, importation of violent gangs, threats to public health, billions in costs to the taxpayers, and jobs taken from our legal residents and citizens; and
NOW THEREFORE BE IT RESOLVED by the Maricopa County Republican Party that it demand theelimination ofall sanctuary policies within the state of Arizona; and
FURTHER, we require the enforcement of our immigration laws and require that law enforcement agencies turn over illegal aliens to federal authorities for removal from the United States and where necessary, be tried and punished for criminal activity before removal; and
ADDITIONALLY, we require state officials take action that would secure the Arizona – Mexico border, including placement of the National Guard in the primary role of securing the border; and
ADDITIONALLY, that all agencies and employers comply with all federal and state laws and regulations related to the immigration status of all employees.

Resolution to Endorse HR 1207
“The Federal Reserve Transparency Act of 2009” and
S 604 “The Federal Reserve Sunshine Act of 2009”
WHEREAS, “We the people” delegated to Congress, in Article 1 Section 8(5) of the U.S. Constitution, the power to coin Money and regulate the value thereof; and
WHEREAS, Congress delegated that authority to the Board of Governors of the Federal Reserve System to conduct monetary policy and regulate the nation’s banking system so as to promote full employment, price stability, and steady economic growth; and
WHEREAS, Consistently since its founding, Federal Reserve policies have led to inflation, devaluation of our national currency, an unstable banking system and manipulation of free enterprise through exaggerated expansions and contractions of economic cycles; and
WHEREAS, Congress has the duty and authority to legislate a public audit of the Federal Reserve System; and
WHEREAS, The Government Accountability Office is an independent, nonpartisan agency that works for the U.S. Congress to investigate federal spending of taxpayer money; and
WHEREAS, USC Title 31 S. 714 (b), unduly restricts the manner in which the Comptroller General of the GAO may audit the Federal Reserve.
WHEREAS, Arizona is directly affected by Congress’ abrogation of duty when Congress delegated its power to the Fed, a Non-Government Organization (NGO), in 1913;
NOW THEREFORE BE IT RESOLVED that the Maricopa County Republican Party support House Resolution 1207, the “Federal Reserve Transparency Act of 2009,” and Senate Bill 604, the “Federal Reserve Sunshine Act of 2009.”

RESOLUTION ON PARTY PRINCIPLES
WHEREAS, the Republican National Committee appears to have lost focus on the conservative principles of its own party platform in recent elections in which it endorsed and funded blatantly liberal candidates who went beyond being merely moderate or progressive resulting in the loss of elections; and
WHEREAS, some members of the RNC have recently proposed a limited litmus test for future candidates in order to determine party funding or party endorsement; and
WHEREAS, the Colorado Republican Party adopted a “Platform for Prosperity” that encouraged all candidates to adopt and which paid immediate dividends by unifying the party in a critical gubernatorial race; and
WHEREAS, 72% of Republicans in a recent Washington Post survey consider themselves to be conservative and another survey showed that 40% of the country considered themselves to be conservative, while only 20% consider themselves liberal; and
WHEREAS, the Tea Party activists and Independents have lost faith and trust in the Republican Party and its elected representatives due to their refusal to uphold the United States Constitution and the Republican Party Platform; and
WHEREAS, recent state elections strongly indicate that conservative Republican values of preserving our great Republic, protecting our Constitution and Bill of Rights, reducing taxes and the size of government, and preserving state sovereignty does win elections; and
NOW THEREFORE BE IT RESOLVED that the Maricopa County Republican Party believes it is time we unify under our party’s core message and founding principles by recruiting and supporting conservative candidates. To do otherwise ensures the birth of a third party.

RESOLUTION ON MCDONALD vs. CHICAGO
WHEREAS, the Arizona GOP is dedicated to preserving our rights as defined in the Bill of Rights; advancing free market principles, limited government, federalism and individual liberty,
WHEREAS, the private individual ownership and use of firearms has existed in every state throughout the nation’s history and continues to this day as a cherished and fundamental aspect of the American culture; and
WHEREAS, in the District of Columbia v. Heller decision, the U.S. Supreme Court affirmed that the 2nd Amendment protects the right of Americans, as individuals, to keep and bear arms in case of confrontation; and
WHEREAS, the U. S. Supreme Court will address the application of the 2nd Amendment to states and localities through either the Due Process Clause or the Privileges or Immunities Clause of the 14th Amendment to the U.S. Constitution in the case of McDonald vs. Chicago, Docket Number 08-1521; and
WHEREAS, the 14th Amendment to the U.S. Constitution was extensively debated & ultimately ratified by the state legislatures;
NOW THEREFORE BE IT RESOLVED that the Maricopa County Republican Party recognizes that the right of self-defense and that the right to keep and bear arms are fundamental rights belonging to all free citizens, and that these rights have been deeply rooted in America’s constitutional tradition; and
FURTHER, that the Maricopa County Republican Party affirms that the state legislatures that ratified the 14th Amendment understood the Amendment to incorporate the right of self-defense and the right to keep and bear arms against federal, state and local infringement.

Resolution Opposing Federal Takeover of State Elections Procedures
WHEREAS, congress is considering new legislation to establish a federally mandated universal, government-run voter registration system; and
WHEREAS, such a federal mandate would dangerously erode state control of elections, and
WHEREAS, states, rather than the federal government, should have the responsibility of managing the election process; and
WHEREAS, appointed federal bureaucrats in Washington D.C. should not be able to override the decision of elected state legislators and local election officials; and
WHEREAS, protecting the integrity of our elections must be a critical priority in any election;
NOW THEREFORE BE IT RESOLVED that the Maricopa County Republican Party opposes any further federal takeover of local election processes; and
FURTHER, the Maricopa County Republican Party opposes any unfunded mandate for the administration of elections; and
ADDITIONALLY, should Congress make any grants or money available to the states conditioned on the voluntary adoption of new voter registration, the following should be two of the requirements those procedures for federal funding should require:
A.A requirement for voters to present a government-issued photo ID at the polls and for voters to enclose a copy of such an ID with any absentee ballot.
B. A requirement that all new voter registrations include the requirement that the registrant present proof of citizenship before the registrant is declared eligible to vote.

WHEREAS, we, the members of the Republican Party, are determined to see its Party rise again as the conservative Party in our great nation both in words and deeds; and
NOW THEREFORE BE IT RESOLVED that we, the members of the Maricopa County Republican Party, call on our Republican national, state and local elected officials and political party leaders to support the Republican Party Platform of conservative ideals, promote Republican candidates who do the same and hold accountable our leadership in word and deed; and
FURTHER, we, the members of the Maricopa County Republican Party, call on all national leaders of our Party to abolish the use of non-participatory nominating processes so that our nominations might genuinely reflect our Party’s principles; and
ADDITIONALLY, we, the members of the Maricopa County Republican Party, call on the people of Arizona to join us in the fight to return our country to its historic and rightful conservative roots, for our posterity, as we attempt to stop the President, the Congress and the Democrat Party from pushing our country into a Socialist, big-spending, debt-laden abyss.

BALANCE THE ARIZONA BUDGET NOW!
WHEREAS, elected members of the State Legislature and the Governor have a sworn duty to uphold the laws of our State; and
WHEREAS, the State Constitution contains a requirement that the State of Arizona pass a balanced budget each and every year; and
WHEREAS, the Republican Party has the votes needed to pass a balanced budget, the Democrat members of the Legislature have proven themselves unwilling to participate in any practical solution, and the voters of this state are desperate to see competent governance;
NOW THEREFORE BE IT RESOLVED that the Maricopa County Republican Party calls on its Governor and legislative majorities to deliver a real balanced budget with all due haste.
