Presidental candidate Rick Santorum will speak at the Maricopa County Republican Committee (MCRC) Lincoln Day Luncheon & Straw Poll scheduled from 11 am to 2 pm, Feb. 21 at the El-Zaribah Shriner Hall auditorium, 552 N. 40th St., Phx. Today’s your last chance to purchase a ticket. The Lincoln Bust and Reagan Plaque will be awarded to exceptional precinct committeemen. Special guests: Republican National Committee Co-Chair Sharon Day, Sen. The Graham-Greenlee County Republican Committee’s annual Lincoln Day Lunch is on Monday, February 20 at noon in the Hoopes Activity Center on the campus of Eastern Arizona College in Thatcher.  Congressman Jeff Flake is the speaker.  National committeeman Bruce Ash will give a short report. The Arizona Republican 2012 Presidential Debate will be held Feb. 22 in the Mesa Arts Center, 1 E. Main St., Mesa. Fortunately, in large part due to AzCDL’s efforts at the Capitol, the following pro-rights bills are still moving:
HB 2457, which would allow possession of an otherwise “prohibited” weapon (i.e., for self-defense) while hunting, passed out of the House Energy and Natural Resources (ENR) Committee on Feb 13, 2012 by an 8 to 0 vote with 1 member absent.  Next step is a review in the House Rules Committee.

HB 2639, the Game and Fish Omnibus Act,
passed out of the House Military Affairs and Public Safety (MAPS) Committee on Feb 8, 2012, the House Rules Committee on Feb 13, the Majority Caucus on February 14, and the Minority Caucus on February 16. The next steps for this bill are a House Committee of the Whole (COW) hearing and, assuming it passes in the COW hearing, a formal vote during House Third Read.  Bills passing Third Read are transmitted to the other chamber, in this case the Senate, where it’s “rinse and repeat.”  The process of committee assignments and hearings starts all over again.

HB 2640, which would prohibit the Game and Fish Commission
from limiting magazine capacity, passed out of the House ENR Committee on Feb 6, 2012, and the House COW on Feb 16.  Next step for this bill is House Third Read.

HB 2719, which would declare that, for the purposes of Arizona law, the lawful possession of a firearm satisfies the federal school zone law, passed out of the House MAPS Committee on Feb 15, 2012 by a 5 to 2 vote with 2 members absent.  Next step is the House Rules Committee.

HB 2728, which would allow the use of sound suppressors
when hunting, passed out of the House MAPS Committee on Feb 8, 2012, by a vote of 6 to 0 with 3 members absent.  Next step is the House Rules Committee.

HB 2729, which would require state and local government property wishing to ban firearms to control access using policemen or armed guards and metal detectors, along with storage lockers, passed out of the House MAPS Committee on Feb 15, 2012 by a 6 to 2 vote with 1 member absent.  Next step is the House Rules Committee.

Because HB 2729 would also allow a person to file a suit against an operator of “public property” that doesn’t comply with the law, there is a lot of opposition from state agencies and local governments.  If passed, there is a strong possibility you will see fewer “no weapons” signs on state and local government property, because, in order to ban firearms, a cheap cardboard sign on the door will no longer be enough.  While HB 2729 has 29 co-sponsors, passage in the Legislature is far from guaranteed and we will most likely be calling upon you to let committee members and your legislators know that you want HB 2729 to pass.

SB 1083, which would establish the Arizona State Guard (now called the Arizona Special Missions Unit), passed out of the Senate Border Security, Federalism and States Sovereignty (BSFSS) Committee on Jan 26, 2012.  Since funding was involved, the next step was a Senate Appropriations Committee hearing on Feb 14, where SB 1083 squeaked through by a 7 to 6 vote.  Next step is the Senate Rules Committee.
 

SB 1241, which would remove local control over the disposition of forfeited weapons, passed out of the Senate Third Read by a vote of 21 to 9 on Feb 16, 2012.  It has been transmitted to the House, where the process begins anew.

SB 1304, which closes a state preemption loophole dealing with discharging a firearm near occupied structures, passed out of the Senate Judiciary Committee on Feb 13, 2012 by a vote of 5 to 2 with 1 member not voting.  Next step is the Senate Rules Committee.
 

SB 1305, the Senate version of the Game and Fish Omnibus Act, passed out of the Senate Natural Resources and Transportation Committee (NRT) on Feb 13, 2012 by a vote of 5 to 0 with 1 member not voting.  Next step is the Senate Rules Committee.
 

SB 1448, which would require state and local government property banning to control access via armed security, passed out of the Senate Judiciary Committee on Feb 6, 2012, by a 4 to 3 vote with 1 member not voting.  Next step is the Senate Rules Committee.

SB 1474, Campus Carry for CCW permit holders, also passed out of the Senate Judiciary Committee on Feb 6, 2012, by a vote of 5 to 3.  Next step is the Senate Rules Committee.
