Illegal immigration crackdowns popping up across the country have a common thread: a 44-year-old constitutional law professor and former Bush administration attorney who crafted the legal framework behind Arizona’s controversial immigration law.

Kris Kobach has become a sought-after figure for states and cities looking to replicate tough immigration statutes similar to Arizona’s new law, which gives unprecedented power to local police in questioning and detaining individuals they suspect are in the country illegally.

Kobach was the legal architect behind Arizona’s SB 1070, which is being challenged by the Obama administration. With that combination of cachet and infamy, he’s become the go-to guy for crafters of copycat laws, and he is putting his mark on legislation across the country, most recently in Fremont, Neb.

“I’ve been in touch with state representatives in Kansas, Nebraska, Missouri, Alabama and Idaho,” Kobach said in an interview with FoxNews.com.

Kobach, of Kansas City, Mo., has paved a formidable path for himself in legal and political circles, positioning himself as a rising star within the Republican Party. He has at the same time attracted a host of critics, from lawmakers to civil libertarians who say his work promotes racial profiling.

Kobach’s crusade against illegal immigration began when he was working for the Justice Department under Attorney General John Ashcroft in the days following the Sept. 11 attacks. Kobach helped create the “National Security Entry-Exit Registration System,” which required immigration officials to fingerprint and question more than 80,000 male visitors, most of whom were from Muslim countries. None was ever charged with terrorist activity, however, and the program was eventually cancelled.

After leaving the White House in 2003, the Harvard and Yale-educated attorney went on to assist local governments around the country on various immigration statutes, taking him from Hazleton, Pa., to Valley Park, Mo., to Farmers Branch, Texas.

But perhaps in no other place is his legal influence greater than in Arizona.

The widow of a Houston police officer killed by an illegal immigrant was “shocked” to learn that the city’s former police chief has landed a top immigration job with the Obama administration, her lawyer told FoxNews.com on Friday.

That’s because Joslyn Johnson, whose husband, Rodney Johnson, was killed in 2006, is suing former Houston Police Chief Harold Hurtt for failing to enforce federal immigration laws. She claims her husband would be alive today if the city had bothered to check up on the gunman’s immigration status.

Now that Hurtt is taking a job to oversee partnerships between federal and local officials with Immigration and Customs Enforcement, Johnson — and other critics — say they’re concerned the official who resisted immigration enforcement in Houston will now be in charge of promoting it.

“She was shocked at the irony,” Johnson’s attorney, Ben Dominguez, said.

Mexican Flag flying over Maywood City Hall - While Maywood Police Officers watch

Maywood City employees fired“Maywood to hire others to run the city.” The city’s 96.4 percent Hispanic with almost half the population illegal aliens: LATimes Wednesday, June 23, 2010

Maywood’s $10.1-million general fund budget has a deficit of at least $450,000, officials said. Beyond that, the city has been unable to obtain insurance because of a history of lawsuits, many involving its Police Department, which also patrols Cudahy. Operating without insurance would make even routine government services highly risky.

“We’re limited on our choices and limited on what we can do,” Councilman Felipe Aguirre said. “We don’t want to file for bankruptcy. We don’t want to disappear as a city.”

The Police Department has been the focus of troubles as well. Four years ago, the department faced a political outcry when it began running checkpoints that resulted in hundreds of cars being taken away from unlicensed illegal immigrants. Critics charged the checkpoints were an attempt to make money off Maywood’s large illegal immigrant population.

The checkpoint sparked a political movement that brought a new council that was more sympathetic to illegal immigrants. But Maywood was back in the headlines when it declared itself a sanctuary city for illegal immigrants, making the town a target of conservative talk radio and TV news shows.

As some of my readers know, I graduated from High School just a stone’s throw to the east of Maywoond on the other side of the LA River. While I can’t say that I have a friend one currenly living there, I do have many contacts in that area; here is what I have learned:
